Partnerships to Advance Capacities and Tools in Population Health Metrics


Context

Population Health Metrics enable the health status of populations to be described using a small number of comparable indicators and to be monitored over time or compared across regions and population groups. However, many countries still face major challenges, including limited access to relevant data sources, variable data quality, fragmented health information systems, and insufficient methodological capacity to calculate and use these metrics. The PACT-PHM project addresses these challenges by strengthening national capacities to produce and apply population health metrics in selected countries across the WHO European Region and sub-Saharan Africa. A key objective is to sustainably integrate these metrics into existing health information systems and promote their use in evidence-informed policy-making. To achieve this goal, the project combines methodological support, capacity building, and international networking. It promotes collaboration among national public health institutes, statistical offices, and international organisations – in particular the World Health Organization. PACT-PHM builds on previous collaborations of the Robert Koch Institute with WHO and international partners, and further develops them in a structured manner. This includes a view towards establishing long-term cooperation on population health metrics.

Activities

  • Research and provision of evidence

    The project analyses existing health data to calculate Population Health Metrics. It assesses data quality and gaps and develops practical reporting formats to support health reporting and policy advice.

  • Networking and cooperation

    The project supports an active collaboration within an WHO-endorsed Population Health Metrics network and exchange between national and international partners. PACT-PHM organises expert meetings, workshops, and online formats.

  • Capacity building

    PACT-PHM supports national institutions in integrating Population Health Metrics into health information systems. This includes the assessment of existing data structures, as well as the development of institutional workflows.

  • Training and competence development

    The project supports and provides training, workshops, and webinars on Population Health Metrics methods, complemented by digital learning materials, open-source code resources, and practical case studies.
