Strengthening Emergency Medical Team (EMT) Response Capacities and Partnerships through Learning and Exchange
Context
Acute health crises put pressure on health systems and undermine access to medical care in the affected regions. Building on the previous projects EMT TT and EMT TTT, this project supports EMT response mechanisms and partnerships in the WHO AFRO and EURO regions. This is to ensure quality health care for populations affected by health emergencies. The two implementation approaches build on cross-, inter-regional, and national EMT exchange. The first approach is twinning; a WHO methodology for strengthening EMT capacities through peer-to-peer support between WHO-classified EMTs (in this case four German EMTs) and countries developing their EMT as national or international capacity. Partner countries include Bosnia and Herzegowina, Malawi, Namibia, and Ukraine. In addition, the EMT ReCaP aims at strengthening partnerships and networks within the EMT initiative. In doing so, the project intends to improve EMT preparedness and response through cooperation and interoperability. Based on the German EMT community’s experience, this project will support the establishment of active EMT “Communities of Practice” in the WHO AFRO- and EURO-regions. To this end, activities will include a range of exchange formats: online and on-site exchange formats on different levels, focused on enhancing synergies and joint action. One area of focus is strengthening EMT networks for outbreak response.
Objective

Activities

Research and provision of evidence
The project team develops, together with national and international partners, an evaluation tool to measure the impact of IPC interventions (operational/ interventional research). The aim is to optimise outbreak response capacities and strengthen outbreak response networks.

Networking and cooperation
The project promotes the establishment of Communities of Practice in existing EMT networks in the WHO EURO and AFRO regions through various exchange formats and cooperation. EMT twinning strengthens the long-lasting collaboration between twinned EMTs, rooted in mutual learning, while connecting the twinning partnerships together across the wider EMT network.

Capacity building
The project strengthens EMT capacities at institutional level by fostering partnership building, systems-informed learning, and interoperability within EMT networks and partners, such as Rapid Response Mobile Laboratories and GOARN. It also supports the implementation of national EMT roadmaps under the leadership of the project countries.

Training and competence development
The project develops EMT skills and competences by applying targeted and collaborative EMT activities that bring together expertise across EMT network partners, such as implementing EMT exercises, joint trainings, and online exchanges.

Policy support
The project contributes to the operationalisation of the EMT strategy and guidelines at global and regional level, as well as to supporting national-level processes for implementing EMT roadmaps in project countries.
