WHO Collaborating Centre for GOARN
Context
In 2019, WHO designated the Robert Koch Institute (RKI) as the first WHO Collaborating Centre for the Global Outbreak Alert and Response Network (GOARN). Over the past five years, the centre has played a key role in shaping GOARN’s strategy, strengthening capacity building, and supporting international outbreak response. It has thereby become an important driver of the network’s development. Building on these achievements, we aim to further advance GOARN through three strategic priority areas. The first priority area emphasises acommunity-centred approach: GOARN_CC_II will develop a roadmap outlining objectives and practical steps to integrate community engagement into GOARN activities. This includes updating GOARN training with modules on community protection and collaborating with the Operational Research Working Group to review tools and methodologies for community engagement in emergency response. The second priority area addresses capacity-building and training: The project will update GOARN training materials using a regional approach aligned with the community-centred strategy, deliver the “Orientation Training on International Outbreak Response,” implement a Training-of-Trainers programme, and support the rollout of GOARN Leadership Training in additional WHO regions. The third priority area focuses on partner engagement: The project will strengthen the GOARN network by supporting Strategic Groups, assisting countries in the GOARN membership process, and promoting North–South and South–South partnerships through the GOARN Twinning Initiative.

Networking and cooperation
The project supports partner institutions in joining the GOARN network and actively participating in its activities, thereby strengthening collaboration and fostering sustainable partnerships across the network.

Training and competence development
The project provides partner institutions with opportunities to participate in the GOARN Capacity Strengthening and Emergency Workforce Development Programme, thereby strengthening responder capacities and preparing public health professionals for effective emergency and outbreak response.
