Nigeria Centre for Disease Control and Prevention: Capacity Development for Sustainable Infectious Disease Preparedness and Response
Context
The Nigeria Centre for Disease Control and Prevention (NCDC) and the Robert Koch Institute (RKI) have been collaborating closely on global health protection for over ten years, with a particular focus on addressing infectious diseases. The GHPP project NiCaDe II (2023-2025) focused on expanding national capacities to contain antimicrobial resistance, detect viral hepatitis and rotaviruses, strengthen infection prevention, and improve research governance at the NCDC. NiCaDe III continues and sustainably expands this collaboration. Its aim is to further strengthen the detection, investigation, prevention, and containment of infectious diseases through four subprojects targeting infectious diseases from different angles. The subproject ‘Viral Surveillance (VIRSURV)’ aims to strengthen viral surveillance in Nigeria structurally, technically, and sustainably. It will expand the surveillance capacities to include additional viral pathogens and two more geopolitical zones. Moreover, it will integrate the achievements into national and international programmes and strategies. The subproject ‘Antimicrobial Resistance’ (AMR) aims to improve the rational use of antibiotics through the expansion of a network mentorship model for diagnostic and antimicrobial stewardship, including at community level. It will support the integration of findings into Nigeria’s national AMR strategy and the National Reference Laboratory. The third subproject ‘TRANSFORM’ aims to extend the “Participatory Approach to Learning in Systems (PALS)” beyond improving infection prevention and control (IPC) in Nigerian hospitals. It focuses on two additional areas: first, strengthening community-based infection prevention and local health protection; and second, applying PALS to the organisational development of the Nigeria CDC’s Department of Disease Prevention and Health Promotion. The subproject ‘Research Coordination (RGov)’ aims to sustainably embed and strengthen research governance at NCDC. It will support the operationalisation of an ethics review committee and promote scientific accountability and adherence to sound scientific standards.

Research and provision of evidence
The project conducts implementation research accompanying viral surveillance and antimicrobial resistance activities. It analyses processes and structures to support the sustainable integration of these activities into national programmes. The project also supports translating scientific evidence into strategic decision-making and quality assurance.

Networking and cooperation
The project strengthens the collaboration between NCDC, RKI, laboratories, healthcare facilities, and local communities for the prevention and control of infectious diseases. It promotes the participation in national and international networks and supporting formalised cooperation structures to ensure long-term sustainability of project results.

Capacity building
The project strengthens institutional structures in viral surveillance, infection prevention and control, antimicrobial resistance, and research governance. It develops organisational processes, quality standards, and governance mechanisms to sustainably anchor core public health functions. It also intensifies and advances community-oriented public health work.

Training and competence development
The project provides training, workshops, coaching, and participatory learning formats for NCDC staff and collaborating institutions. It strengthens practical skills in surveillance, stewardship, community-oriented public health work, organisational development, and research ethics.
