Scaling Up Monitoring, Control and Elimination of HIV/AIDS, Viral Hepatitis and Sexually Transmitted Infections in the WHO European Region


Context

Across the WHO European Region, there is an ongoing need to strengthen the response to HIV, viral hepatitis B and C, and sexually transmitted infections (STIs). Many Member States still face challenges due to gaps in high-quality data and limited implementation of effective control and elimination measures. In its capacity as a WHO Collaborating Centre for Viral Hepatitis and HIV, the Robert Koch Institute supports Member States in HIV and viral hepatitis B and C monitoring, control, and elimination. Building on the Scale-up HIVHEP project, the current initiative expands the scope to include STIs, moving towards an integrated response under the project Scale-up Integrate. The aim of the project is to improve control and elimination measures for HIV, viral hepatitis, and STIs across the WHO European Region. At regional level, the project provides technical support for data collection and analysis. Monitoring systems that track progress towards hepatitis B and C elimination targets will be assessed. Findings will be discussed at regional and subregional expert meetings, and joint actions will be developed. At the country level, the project strengthens capacities for control and elimination of HIV, viral hepatitis and STIs through programme and situation reviews, as well as training for national specialists. In addition to the main partner, the WHO Regional Office for Europe, the involvement of national health authorities, public health institutes, and other governmental and non-governmental stakeholders across the WHO European Region is planned.

Activities

  • Research and provision of evidence

    The project collects and analyses data on HIV, viral hepatitis, and sexually transmitted infections. The findings show disease burden, progress, and gaps, in order to support evidence-based actions for control and elimination.

  • Networking and cooperation

    The project strengthens collaboration between RKI, WHO, national authorities, and other partners. Regional and subregional meetings enable knowledge exchange, discussion of results, and coordinated joint actions.

  • Training and competence development

    Experts receive training, guidance, and support in data collection, analysis, and implementation of control measures. This builds sustainable capacity for prevention and elimination of infectious diseases.

  • Policy support

    The project supports public health authorities in assessing national programmes, implementing action plans, and developing evidence-based strategies to control and eliminate HIV, hepatitis, and sexually transmitted infections.
